No, 6 Young Makoto Shishio was modeled on Genjuro Kibagami(Samurai Shodown)
Genjuro Kibagami is a recurring character introduced in Samurai Shodown II and the official rival of Haohmaru. He was the character inspiration for the younger design of Makoto Shishio from Rurouni Kenshin.
Nobuhiro Watsuki didn't think Shishio's face, Because He was planning not to draw young Shishio.
